No. A scanned PDF is only a picture of text, so there is no text to copy. This tool needs a PDF made from a document, where you can select the text with your mouse.
Does it work for Urdu or Arabic?
The text is copied as the PDF stores it, and Urdu or Arabic text can come out in the wrong order. English and other left-to-right languages work best.
